Making this is easy if you are willing to destroy blocks. If one aims for speed there's no room for destroying blocks though. The structure contains 81 that is 810 blocks in total. You can recover 33 blocks every 34 cycles. That means the hard limit is ceil(810/33)*34 = 850 cycles to get all the inputs and then + 3 to move it to the output. All in all 852 cycles (the last cycle doesn't count) is the hard limit, doing it in 870 or so should be quite manageable (but tiresome).

I wasted a lot of blocks with drilling out, my solution is 1568 cycles.

Okay, got it down to 971 Cycles. Wooo.

Finished the puzzle, though I don't think I can get it below 1k cycles. Now attempting to.

Here's my solution: link [imgur.com]. I just made a block with the vertical homes, and then used suspended grinders to drill out the horizontal holes.
