I've completely resolved the issue by going into task manager, selecting payday 2, then details, then right clicking and selecting affinity. In this menu you can disable the first few entries on the list (ex: core 0, core 1, & core 2)
For whatever reason this fixed it all for me.
You can ask chat to help you make a launcher that automatically sets the affinity for payday 2 when you launch it so you dont manually have to set the cores each time
As for extra tweaks, you can try running the game in compatibility mode for Windows 7 or 8 (right-click the Payday 2 .exe → Properties → Compatibility), and also try disabling Hardware-Accelerated GPU Scheduling — it’s easy to find in the Windows settings. It’s probably a good idea to restart your PC after doing that.
