Make peace with all kings/Be at war with all kings at once.
Make T2 portals, get the war/peace event, get portal to tier 3, get the same event again.
Rinse and repeat.

Every other "War and Peace" event you have on your timeline is either a "declare war" or "make peace" event.
If you trigger a Portal after the event, you will get the same type of event again.
I did this on peasant diff with the King of Nothing (for wildcards) and had the King of Time as my last enemy to keep getting portal cards.
Making several T2 Portals and keeping wildcards in your hand means you can make 3 peace deals for every war you have to declare.

Slightly harder than Nobel Prize, if only because as you get more enemy kings, there is a even lower chance of getting Portal cards.
It took me 80 years on peasant but by then i had a hundred archers doing 300 damage at instant attackspeed (and other units) and they cleared each wave easily.

I got it in the same run with 2 war events on King of Blood, peasant difficulty.
If you get 2 shrines (You can duplicate one with clone) they will automatically level up a portal you place to max the same round, letting you skip instantly for just 6 gold at max level. Pair this with enough gold and rewinds to guarantee getting portals, plus the king of blood's OP bomber royal decrees to make sure you don't lose, and you can get it pretty easily.
