Rationale
This guide assumes that you strive for the best visual quality, while not compromising on a rock solid 60fps experience. It also assumes you purely play in portable handheld mode, rather than hooking up to an external display.

This game is a struggle to push up to the full Steam Deck 1280 x 800p resolution without some noticeable dips below 60fps occurring quite often, so we'll have to make a little compromise by utilising the Steam Deck's Inbuilt FSR 1.0 Implementation.

The following settings report to give 2-2.5 hours based on the overlay metric, but of course this can vary. (Tests made with the Original LCD Steam Deck, newer OLED models will last longer.)
In-Game Settings
As stated in the Rationale, we're looking for the best visuals while keeping 60fps. This is a daunting task for this game, as it's bound by both GPU Clock and RAM Speed. Otherwise, with a bit of tuning down in the Resolution Department, we can achieve a good balance of performance, visuals and power.

To preference. (TAA will cause a few frame drops but is mostly stable. FXAA helps and is less intense.)

Steam Deck Settings
You can't just set a game to a certain quality and just stop there, we can do some further optimisations to increase battery life, or reduce frametime variance. We are also going to be enabling FSR 1.0, a feature baked into the Steam Deck.

You can check if FSR is enabled by viewing Performance Overlay Level 4, and looking below "FAN".

To preference. (0-2 is my preference to monitor performance.)

Use per-game profile :

Frame Limit :
60fps (LCD Deck, 90fps on OLED untested!)

Disable Frame Limit :
On (This must be set to enable FSR)

Allow Tearing :
Off

Half Rate Shading :
Off

TDP Limit :
On, Set to 10 Watts. (Lower causes clocks to drop and reduce FPS.)

Manual GPU Clock :
Off (If enabled, set to 1300Mhz. This reduces some cases of variable frametimes.)

Scaling Mode :
Stretch (This is so when FSR resizes it, it fills the screen appropriately rather than overfill.)

Scaling Filter :
Sharp (This is how we enable FSR 1.0 on the Steam Deck, with resolutions below 1280x800!)

Sharpness :
To preference. (I use 0.)
