So imo, it doesn't matter how many main Wanderers are beaten to get Spirit Kiriko to spawn; as long as you've beaten anyone classified as Wanderers, it will count towards the requirement for her to pop up.
It's nothing groundbreaking, but it's a food for thought that I'd like to share :D
Whatever level engine, exhaust or intake you have equipped on your car, the Legendary Tuner will give you the option to improve one of those three parts by 1 level for the duration of the night. For example, if I have a Level 5 Engine equipped, and he offers me the Engine upgrade, I will now have a Level 6 engine for the duration of the night.
In order to get the Lv.MAX upgrade, you need to equip either a Level 8 Engine, or a Level 5 Exhaust or Intake.
The achievement "Forbidden Tuning" works as a guide to tell you if you have ever gotten the Lv.MAX upgrade. If you have the achievement, you have already gotten the Lv.MAX upgrade, and Wailing Pluto should be spawning.
Note that you only need to buy the upgrade once ever, and it doesn't have to be active for Wailing Pluto to race you. The only condition is that you have bought the Lv.MAX upgrade at one point.
1. As I said before, beating both Chihaya and Chihaya rematch is not required to get Bayshore Sheriff to spawn. And yes, I can battle him after clearing all rivals except Chihaya in the PA.
2. But, as SirGrass pointed out, beating Chihaya and her rematch does count to the number of Wanderers needed to get Spirit Kiriko to spawn. I had her spawn with number of main Wanderers beaten at 53/72.
I will do a 3rd playthrough sometime soon just to confirm whether or not Chihaya affects both Spirit Kiriko and Bayshore Sheriff since her effects on both of them seem to be opposites of each other: she counts for Spirit Kiriko, but not for Bayshore Sheriff (?)

I guess the true info I wanted to say was that DLC wanderers count for spawning Spirit Kiriko.
