You can also perform it in any grind actually but I found the area described to be pretty consistent.

thing is, it's a total of an hour, not one hour continuously. Just skate around long enough and you will get the achievement really easily

If you are getting a disconnection while performing the Glitch just press L1 periodicaly, always BEFORE 10min have passed. After 10min without inputs the game will kick you for AFKing
