How to create a server with mods if you have endless map initialization when starting the server.
There is nothing complicated here, but it can be a little tedious.

The main problem
We have endless initialization because, as they say, the game downloads the mods again, only to a different location. Our task is simply to take them and transfer them ourselves.
Switching modes
Update: All these manipulations with mods should only be done by the host. (If you play via -nosteam, then everyone needs to do this.)

Go to this path C:\Program Files (x86)\Steam\steamapps\workshop\content\108600


Search for the folder mods and copy all folders with that name


Then move them to this path C:\Users\Username\Zomboid\mods
Unzip the new mods folder into the existing mods folder
