Report a translation problem
I have seen far, far too many people say 'Specialized towns that aren't connected to cities will grow normally with their food!', which is demonstrably not true. The food is voided. This is one of the biggest misconceptions I've seen lately, and I'm in favor of anyone getting the word out to correct this misinformation however they can.
BTW The Youtube link from a comment or two down has been spammed on other guides (It was commented on mine as well). It's totally unrelated and seems to be spammed advertisement or something.
While a city is in Unrest, you are still able to queue production for a building as long as it can be placed on an uninfected tile. With plagues, I have noticed that it spreads adjacent to urban districts (I could be wrong). However, if that is the case, it would make sense why you typically see 1-3 uninfected tiles after the plague hits and is why it's asking to start a production. You just need to figure out which building is suitable to be placed on that tile. Repairs and Units production, however, are definitely locked out until Unrest has lifted.
While I haven't tested it, selecting a Project may be a possible choice. I'll have to test that on my next run and let you know.
