[WMS] invictus assimilate faster (2.0.4)

makes assimilating slaves and freeman faster and nobal and citizen slower (switched the number of the two)
slave conversion 0.5 and assimilation 0.6 (same as noble in invictus)
freeman conversion 0.4 and assimilation 0.5 (same as citizen in invictus)
citizen conversion 0.2 and assimilation 0.35 (same as freeman in invictus)
noble conversion 0.15 and assimilation 0.2 (same as slave in invictus)

Compatibility:
should be compatible with anymod that does not change the freeman,noble and slave files in the pop_types folder
incompatibility should not cause an error but just overrding
can be used in vanilla but only slows down assimilation and also a few other values(like food consumption) of the pops would be the value in invictus
