When you're done with the Finding the Researcher quest, leave the map, then go back talk to hector. He will ask you find fat science guy -> talk to fat science guy (at Fragment 5 left side) back and forth, follow map clue to see where to go, bring fat science guy back to base, then you can start this quest.
