All water was in the bottom area. Right area is really tall compared with bottom one, there is a ramp that is maybe three sectors long immediately below colony (hardly visible, I know). A tunnel too, best option but a bit later.
Got Project Phoenix but it works better with Forever Young, because when seniors die in the senior dome and revive (there), the newborns (youth) then have to "queue" for a residence to be available into residential domes. It breaks the clockwork birth setup but on the other hand, if I would keep seniors with others, setup is broken anyway and at worst I won't have enough workers depending on circumstances ^^'
I will try not to research it if going with Extractor AI later, just to see the difference.
