Simple way to get EXTRA: I Sapphire Mist:

End a run with a Cooldown of -85% with Space Dude.

The fastest method to unlock Sapphire Mist is to limit your weapons to 1, select the Silent Old Sanctuary Arcana, max out Empty Tome. You can then exit the stage once done.
