This will show you the video and computer settings for Counter Strike 2. Follow the guide and your FPS should improve! :)
This will be for Windows 11, most of this should be the same for Windows 10
I have a 7800x3D and a 6650 XT with 32GB of RAM.
I play at 1280x960 at 240hz too

Video Settings In Game
Written Text Settings
Display mode: Fullscreen
Aspect Ratio: 16:9 or 4:3 (You can do custom if you want)
Resolution: 1920x1080 or 1280x960 (You can do custom if you want)
Refresh Rate: SET THIS TO THE HIGHEST YOU CAN!
Brightness: Whatever you want (I personally use 73%)

Video Settings Outside Of Game
Power Plan Settings
1. Go to your Windows search function and type in "Edit power plan"
2. Click on the highlighted blue text that says "Change advanced power settings"
3. Click on the drop box that might say "Balanced" or "Power saver" and select "High performance"

Task Manager
1. Open Counter Strike 2
2. Go to your Windows search function and type in "Task Manager"
3. Right click on the "cs2.exe" program
4. Un-check "Efficiency mode" IF it is in that mode

Game Mode Settings
1. Go to your Windows search function and type in "Game Mode Settings"
2. Turn Game Mode on

High Performance
1. Go to your Windows search function and type in "Graphics settings"
2. Click on "Search this list" and type in "cs2.exe"
3. Click on "Options" and then click "High performance" then click "Save"

Update Drivers
1. Find out what graphics card (GPU) you have
2. Go to your GPU manufacturers software, e.g. Geforce Experience or AMD Adrenalin
3. You might be prompted to update your GPU drives, if so update them
4. Restart your computer
