This guide will be obsolete eventually since steam will eventually update SteamVR and Steam link, meaning everyone with quest headsets will eventually will have access to this new feature

Doesn't require Third Party software
Enable hand tracking on your Quest 2/Quest 3 Headset
  • Press the home icon on your right Touch controller to pull up your universal menu.
  • Select Settings
  • Select Movement Settings
  • If presented, select Hand tracking
  • Next to Hand and body tracking, switch the toggle to on or off to enable hand tracking.
Enabling the SteamVR BETA

  • With Steam running, navigate to your library.
  • Right click on "SteamVR" in your library list, then click "Properties" in the context menu.
  • Select the "Betas" tab on the left.
  • Select "Beta - SteamVR Beta Update" from the drop down list
Enabling the Steam Link BETA
Switch over to your mobile device for this part

  • Open the Meta App on your phone
  • Find the Steam Link App on your profile or the Meta store and go the app page
  • Scroll down to "More Information" and click on the drop down arrow beside the wording
  • Tap on the Version number, Tap channel on the top right
  • When prompted, select PublicBeta: 2.0.11

Getting Handsy
Once the Steam Link and SteamVR app update to it's beta, open Steam Link using hand tracking, and connect to your PC

You should load in, with strange small crystals being in place of your hands.

To select, Point and pinch, To open and close the SteamVR menu, make your left palm face you and pinch your index and thumb

Hand Tracking supported games
Any game that has Valve Index support should work, some games of note being:

Half-Life: ALYX (store page redirect)

BONEWORKS

Blade & Sorcery

The Walking Dead: Saints & Sinners

And more not listed.

Some controls might not be available on these games, such as movement or button controls, test accordingly
More Info
Discovered via a youtube recommendation, so i decided to make a steam guide out of it after i tried it myself, works pretty well

if you're using the steam link app found in the quest store (wireless) the hand tracking should, as long as it is enabled on your headset.

If you're using the oculus app on your pc (wired or wireless), im not sure it will work. i uninstalled the app a while ago and i dont really want to reinstall it just to find out, sorry.

also gotta let you know that this might be outdated since i haven't tried hand tracking in a while, not sure if steam scrapped the feature, or if the feature is in an official update. Before opting into the SteamVR beta, try doing it on the version you already have.
Betas may have bugs/performance issues.
