its not just this one game that was affected

and a list of growing games
about 40 games total now, players report the same issues
if you need to hold a button or use a l stick for x y and z vs just x x=movement
then borked steam made it

I had issues with the triggers on Death Stranding as well because of Steam Input. It's a solution to a problem no-one had.
Anyone who wanted to use a controller in games that didn't natively support it couid already use a myriad of third-party tools which have tons of user created profiles. Pinnacle, Joy2Key, x360ce etc. All Steam Input does is complicate things and introduce conflicts. It's a pain in the ass and I disable it in almost every game.
I guess it's also on Capcom for not just having Xinput support by default though.

because I dont have this model I cannot tell

we users know they borked it with the update on big picture mode + gyro xbox controller support *fix

How can you ask for gyro on gamepads that don't support it?
OP's images have the option because he's using a switch controller as you can tell by the - + glyphs.

this is what screwed the normal steam input layers
i dont use big picture to test if scaling might be a fishing issue
again I mention gyro due to the update that killed the controllers
and in the images here you can see gyro.

The gyro on the DS3 is rudimentary and only supports 1 axis. It is not supported on steam input.
If you want the gyro option to appear in the steam input page you need either a switch pro controller, a DS4 or a Dual Sense controller. Some third party controllers that mimic switch controllers also work.

lies in the layers and subs
can someone let me know how to add gyro as this is the main issue

I have found the same as you, the subs arent needed, but they still do prompt dpad OR A D for fishing
never L stick
hence my posts in asking about gyro as tension=fishing
tension= gyro pull from center to outer ring.
these are difficult to calculate on pc, god muchless the wii
