Before anything else

Make sure you have:

- Waited at least 2 in-game days. This can be done by sleeping at V's houses or by passing time via menu.

- Completed any side job that includes main characters as Judy and Panam.

Still stuck?

Do the following:

- Fast travel to any part of the Badlands, outside of the city.

- Pick a vehicle and drive towards Japantown, in Westbrook.

- Anytime when approaching the area, Takemura will call.
