Tier 3 outpost for Defense Alliances and Vassals

This mod allows defense alliances and vassals to also build up to tier 3 outposts.
Keep in mind vassals tend to be a bit more poor so it might take far longer for them to build beyond tier 1 unless you gift them money or you use a mod that lowers the cost to build outposts.

If you are using Better Alliance - Foreign Heroes, that mod will allow you to get the bonus +1 to hero cap from that defense alliance or vassal due to them being able to build tier 3 outposts with this mod.

With this new upload of the same mod, I simply removed spaces from the pack file as it came to my attention that it might cause problems if the spaces were left in the file name. Unfortunately I had to re-upload it as a new mod because it doesn't let you update a mod with a new file name. I will delete the old mod in a few months.
