I think it makes sense, he cant get much closer to the buildings and if you pay attention to the storytelling throughout the environment and his personality, he probably at this point has another group of survivors in the helicopter he is evacuating before going back to Mercy Hospital ((Which you physically see him do yet another pick up as you go to the lobby in the third chapter)), Street pickups are risky as thats how he gets infected and almost turns which is why the helicopter crashes in crash course. Overall story wise I at least personally see it as more realistic and grounded to him helping yet another group head to mercy hospital while he finishes a drop off safely.

Thats all to say it does make sense at least to me and thank you for making this mod:) I appreciate it over more storytelling environmentally

Tho I could suggest you asking Nescius about it if you have the chance, since besides he knows about VScripts he once helped NB with one of his mod (Mostly exactly the one that restores the outro voicelines of the chopper pilot in No Mercy, which that script mod originaly used the .lmp method as well before being turned as a Vscript)
