mod for who dislike AI's builds but does not want to give bonus for AI.

Please Use All DLCs.

- AI have bonus in housing and amenity for their 2 tier government. They will use 2 tier government more frequent with not big bonus. This bonus will obselete in Ideology civic. (government and civic)
- AI have bonus house at mine and quarry (improvement)
- AI will build aqueduct and district more frequent instead of neighborhood. This give more chance to AI's industry district more adjacency bonus. (district)
- Grievance decreased when capture cities for all players.
- AI will use at least one siege unit when they attack walled city. Not Battering Ram.
