Here, I present to you my save file, ready to earn the achievement "Wheely Fast"
with Handsome Jack character, level 70.

The Steps

Download the save file from HERE [drive.google.com].
Extract it and copy the two files (Save0005.sav, Save0005.sav.bak) directly in your game save file, most likely it will be the following directory:
Documents\My Games\Borderlands The Pre-Sequel\WillowGame\SaveData\76561198358650600
Now launch the game, if it ask you to use local save file or the cloud save choose the local save file.
Be sure to select this character.
But IDK why Jack's name is invalid square-like characters, just ignore it.
You will find yourself on the "Sunconscious" map,

and you will find the side-quest The Temple of Boom pre-selected, specifically at a stage: Follow Beam of Light.
You are ready to do the quest and to get the achievement.
Follow the yellow path to easily reach the quest location.
