This is the machine that allows you to trade in Treasury notes to get gold bullion and is basically the only way to buy stuff from vault 79 including but not limited to power armor sets, weapons schematics, C.A.M.P plans and other types of items that can only be bought through vault 79

When does the Gold Trade refresh?
well there are two answers to that question
1. every 20 hours
2. everyday at 17:00 UTC or 1 pm EST

can I get more than 400 gold a day?
No but there are certain periods that allow you to gain more gold than other times like the gold rush event that sometimes happens monthly where you can get 800 gold a day instead of 400

Now this is a better thing to keep track of due to the fact there is a perk for it meaning that you can basically get around 1000+ caps everyday for selling items to these vendors often found in train stations or at other major locations the refresh time for these is everyday at 5pm BST or 12pm on EST

not really a vendor but it does have a global refresh time so its gonna be in this guide which ends up being 6pm BST or 1pm EST the dailies themselves changing between different pre-made levels but all with basically the same rewards being exclusive plans and legendary weapons and armor as well as a few script and legendary cores
