Researchable Faster Supply Hub Building

This mod adds a cost reduction modifier for supply hubs into the construction research.

The construction research gives diminishing returns in regards of cost reduction for supply hubs:

Construction I -> 25% Reduction
Construction II -> 20% Reduction
Construction III -> 15% Reduction
Construction IV -> 10% Reduction
Construction V -> 5% Reduction

That equals in a total reduction of 75% (20000 - 75% = 5000 IC)

I think its a balanced way, making supply hubs less frustrating to build.
