Toast's General Tweaks

Reduces general & field marshal group size and linearizes & increases XP gain to historically-informed levels. Sizes are roughly based on orders of battle for the Battle of France, Operation Barbarossa, Operation Bagration, and Operation Uranus. XP gain is more a matter of taste on my part—I figure leaders who fought through a large majority of the war like Zhukov or Eisenhower should have some seriously beefy stats by the time it's over.

Specific changes:
--General army max size decreased to 8.
--Field marshal army max size decreased to 12.
--Field marshal max army group size increased to 6.
--XP gain linearized (i.e., number of traits already attained won't reduce the gain of future traits) and slightly increased to accommodate the decreased army sizes and help generals get a bit stronger over the course of war.

Should be compatible with virtually all mods, unless they change these specific stats. Won't be ironman compatible.

I haven't thoroughly tested out the balance of the XP gain, so feel free to leave some feedback if it needs to be tweaked up or down.
