Put this at the top of your list. There are submods that are making mods run higher that have mixer as a dependancy, hence making it run above this

At least conflicts with sigmar's heirs (ludwig does not spawn) and caravans (no troops). And with vanilla (state troops)

I think the issue is with Arang's Nagash SFO submod, that had mixer as a dependency, which was causing Mixer to run at a higher load order. He's going to push an update :)

for those who only see emperor office. your load order is wrong. if using default game mod manager load this mod above mixu unlocker. you will see all the offices. you need new save game, it wont work one existing ones.
