Resource Rights Decisions - Basic

The mod offers decisions to player controlled nations (NO AI) which provides resource rights of non-major powers to your country. There are some prerequests depending on where you are asking to receive resource rights from. But these requirements are not hard to fulfill since this is a basic version as the title states. I'm working on a more complex and conditional version to make it more realistic. Until then, check this one out and if you like it, be on the lookout for the other version.

• You cannot receive resource rights from major powers
  
• In order to efficiently receive all the resources from overseas which you have rights to, you will need convoys
  
• There is a decision to purchase convoys due to the reason above
  
• You cannot ask for resource rights to a country you are fighting against
  
• You cannot ask for resource rights to a country you are embargoing or embargoed by
  
• You cannot ask for resource rights if you are in a civil war
  
• Resource rights provider needs a bare minimun opinion of your nation (depends on the resources and their amount)
  
• Resource rights provider receives offsite civilian factories (depends on the resources and their amount)
  
• Resource rights provider's opinion of you increases after you receive the rights
  
• If resource rights provider is a subject nation, their overlord's opinion of you drastically decreases (especially when Malaysia and Dutch East Indies provide you their rights)
  
• These rights are not permanent and are limited by 365 days (if not canceled)
  
• The effects gained by both sides will be lost when the decision expires or cancelled
  
• There is no limit for activating these decisions. You can do them again and simultaneously

• If resource rights provider is in a war
  
• If resource rights provider embargoing you or embargoed by you (remember that if the provider is a subject nation, their overlord's opinion of you decreases. Therefore, if the overlord chooses to embargo you, their subjects will follow)
