If you don't want much chaos I THINK you may be able to play with your frie- Oh wait i just found out,
Start a server (with more than 1 player slot)
Type commands sv_lan 0 and status
find YOUR steam ID it should look something like "STEAM_1:1:12345678"
Give that to your friend(s) and they type connect "your steam ID"
To connect to a friends game then give them these instructions and tell them to follow them.
