I'm guessing that the tesla rifle just isn't integrated in very well compared to other weapons, and the mod overlap is causing issues.

On further use, it just seems like this class is really broken. The xcom row abilities don't work, the shredder perk doesn't work from the xcom row, the top abilities on the tree don't work. I just don't recommend this class right now.
