Steps to fix it
The game's characters were hairless!

I played this game way back in the day, and I recently got it again and reinstalled it to give it another playthrough. Much to my surprise, the characters had no hair or even facial hair, among other glitches.

I have an AMD Radeon RX 5500 XT, and here's how I got this fixed:
- Install the DirectX9 end user runtime [www.microsoft.com], in my case I already had something compatible with it so the installer said I don't need it.
- Install the Visual C++ Redistributable 2019 (x86) [learn.microsoft.com]
- Download the d3d9.dll perf fix[www.nexusmods.com], I put this DLL right in "C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas" which is where my "FalloutNV.exe" is.
- Download DXVK[github.com], get the latest release (it's a compressed file, don't get the source code), open the x32 folder and copy the DLL "dxgi.dll" to the game folder, same location as previously mentioned. There is also another "d3d9.dll" in this release which would obviously clash with the previously mentioned one. I tried it too but it made my game very laggy which I couldn't fix in any other way, that's why I recommend the previous one instead.

This software is a DirectX9/10/11 to Vulkan translation layer. I don't know why this is needed, but I suspect translating these old DX9 instructions to Vulkan makes the rendering happen without hitting glitches inherent to newer cards, maybe the instructions being used by the game are deprecated.

I did not need to copy the other DLLs in the release to get it working but YMMV.

I installed other glitch/bug/performance fixing mods alongside this, such as the 4GB patcher, Tick fix, Stewie's tweaks, Fog based culling and JIP LN NVSE but those are easily found on Nexus and are not essential to get the hair fixed, as far as I can tell.

Hope this helps!

Just thought id share some info, i got a Radeon RX 7600 XT with the latest drivers and used the DXVK download, unpacked all the dlls from the x64 folder into new vegas folder and it fixed the missing hair issue and even detects my card as capable of running at full settings. I tried with the x32 folder but that gave me a black screen on startup. I did not need to use the old d3d9.dll perf fix.
