Hidden & Dangerous does have a level editor. It's specific to the deluxe edition and can be found in the native files of your H&D install.

• Given the default install path, navigate here:
  C:\Program Files (x86)\Steam\steamapps\common\Hidden and Dangerous\HD Deluxe\bin
  
  
• Run hdedit.exe

As for how to use the application, I can offer no insight.

Custom levels can be played by running H&D Deluxe and selecting "Play Add-on".
