After Opening the Door with the Iris Scanner you can find the back Wall filled with weapon you can't pic up.
Head to the Left of the Room and there you can find your first 2 Bags + Loose Money.

After picking up these Bags, head to the right of the room.
You can find the next bag on the Chair.

Next one on your Right ontop of the Shelf

And the Last one in the corner of the room between the Weapon wall and the Table with the Money bag on the Chair.

After you picked up all of these 5 Bags keep going with your Mission until you can enter the Vault for the Last 10 Bags in this Mission.

Inside the Vault you can find the Last 10 Bags in this Mission

Right after heading in your have Clear View on the first 8 Bags + Loose Money

After picking them all up head to the right and turn around you can see a small Area with the Last 2 Bags + Loose Money you can find in this Mission.

Doesn't matter if you go Loud or Stealth you can still get every single bag in this mission so no reason to Stealth/Loud, do the one you prefer more!

I mostly did this Guide for the Bags inside the Panic room because some of them are easy to miss.
