Localized Vector to PID output

This microcontroller will take a (localized) target orientation vector, and convert that to a PID output for controlling fins, or possibly an RCS or reaction wheel system

for the input vector, Y and Z may be swapped compared to what you are used to; y is forward/back and z is up/down.
