You can move while reloading.
Movement speed while reloading is reduced according to the formula below.

Movement Speed Penalty Formula
Movement Speed Penalty (%) = (Weapon mass / (Carry weight / 2)) * 100

I've seen a lot of times where raiders will endlessly spam their reloads without actually fixing it. I'm assuming its something related to this mod or at least relevant. Does anyone have a fix?
