The Strategist:

Adds The Strategist; a mysterious figure that is constantly developing plans to best the Spire.

The Strategist is a character focused on planning and accumulating knowledge. The character all about their cards in hand, whether it be drawing, counting them, their costs, or discarding them.

This is my first mod and was created to put to rest an idea from 3 years ago that I kept putting off while learning the codebase for a larger project. Thanks for taking the time to read this, and I would love to hear any feedback you have!

As a first-impression feedback:
The ideas seem cool even if it's not equally obvious how to make each of the work.
The card I want to single out at the moment is Dome: it looks pretty suspicious to give that tool to a character that has access to Vulnerable in its starting deck. The fact that it becomes absolutely brainless when combined with Pen Nib at least somewhat feeds into the card-counting thematic, but still is probably a bit much.

The art reminds me of some of the packmaster packs, and I rather enjoy the sense of long-term planning and 'taking your time' even with a lower tier fight.

Thanks for the hard work and I'll post more constructive criticism after I finish a few runs!
