Femboy. Military. Cat.

First of all, this character is called Omaneko. He (yes, it's a male) is the mascot of the Japanese Air Self Defense Force (JASDF) Omezaki base. Apparently his lore is something about liking to play with radars. He's also a military police officer or something. He was designed by an active member of the JASDF (design contest winner). As for the model itself, it's a free VRChat avatar that's available for download.

If you want to know why he's pants-less, I have no idea. That's his design and how he appears in official artwork.
