You can also try installing them by opening Protontricks > Clicking on Persona 3 Reload > Select the default wineprefix > Install a Windows DLL or component > checking MS .NET Desktop Runtime 7.0 LTS and vcrun2022 > then clicking OK. I haven't used this method in awhile but it should still work.
These are pretty much all my ideas, if your still having a problem I'm not educated enough to help lmao somebody online probably has encountered whatever issue you'll run into.
I could make one if you really needed it for some reason but you could probably follow the steps in my Persona 4 Golden Guide for Persona 5 Royal and be fine, just ignore the parts about the Inaba Exe Patcher.
