Resident Evil 4 (2005) - Not Launching & Black Screen Fix

Resident Evil 4 (2005) does not support screen refresh rates greater than 60 Hz. This leads to some issues which we are going to simply fix that by installing a mod.

Please note that there are various solutions to fix it such as changing the refresh rate with OS settings or with an additional program without installing any mod. You might not want to use such things since you have to change the screen refresh rate manually whenever you want to play the game and this might be tricky or might not even work for you, did not work for me at least.

Determining the Location of your Game Files on your Computer
Once you have downloaded the mod, you need to know where you will place these files.
Head up to your Steam Library, find Resident Evil 4 (2005) and follow these steps.

Step I
After finding Resident Evil 4 (2005) in your library, right click onto the game and go to properties.

Step II
See the left column on the recently opened window, click onto installed files.

Step III
Click browse to see where your local game files are. You can also retrieve back your original game files whenever you want from here, by simply clicking verify integrity of game files. Steam will do the rest for you.

Step IV
See the recently opened location on your Computer, Head up to Bin32 Folder. This is the file path where you will place the mod files into.

After determining your local game files, you can use this link[github.com] to view the mod's official github page.
P.S. The related mod is not mine, this guide is not also a promotion for a price.

Step I
Find the latest version of the releases and click on it.

Step II
Under the assets column, click to the zip file named re4_tweaks in order to start the download process.

Step III
Extract these 3 files into the Bin32 folder that we've just determined in the previous section. And you're good to go! Launch the game without any issue.
P.S. You might get a message that says mod needs to be patched. No worries, it just patches the mod to a better version. Click yes if it happens.
Applying some certain features of the Mod to your Game
After launching the game, press F1 to access the mod panel.
And you can see there are various features to modernize the game to our day including the fix to the black screen/not launching issue as shown in the screenshot of the game.
