Re-implementing the majority of the unused/removed voice-lines for the Mercenaries found in TF2. From Battle Cries, to Taunt lines to domination lines!

Lip-syncs all of the unused/removed lines that do not already have lip-sync data.

For Valve: Included are detailed documentations on each line and how they should be implemented, and a "game_sounds_vo_phonemes" that is mentioned above.
