Declutter: Small Rocks

Removes all small rocks / small rock piles / small road chunks to try to boost FPS on lower-spec comps.

It's basically a more aggressive version of Bambinator's "Skyrim Performance Rocks". His removed select small rocks. This one removes all of them. Medium and Large rocks are left alone, because a) sometimes they cover holes in the landscape / meshes, b) leaving them makes the terrain pretty much still look the same (you won't notice the small rocks missing unless you're really looking for them, because there's still lots of rocks left.).
