A district unuque to China that can only be constructed on hills.
Replaces the Neighborhood district but is available earlier and cheaper to build.
The Tulou district is defensible with a ranged attack. Provides +3 Housing, +1 Culture, and +2 Food.

哈哈哈哈 里面还有额外的靠近淡水或市中心 另一个土楼加住房 还有个应该是相距土楼额外获得宜居度？之类的能力也是读了才发现 我还以为是固定产出 结果产出的写法和姆班赞不同，百科中看不见不过在地图钉里能看到 原来还可以这样写
