The Steps
First of all.
You have to play the game so steamdb register that you own the complete game first.

Then, you need to download SteamDb Extension[steamdb.info]







You'll need to Sign In with Steam on SteamDB, so you can have the "Add Licence" button

Once you have it, go to Free Package[steamdb.info] page and search for "METAL GEAR":

There you need to open every single extension on a new window, and it will appear like this:



Now, just press "Add Free License" and it will appear on your Steam library:


Now just check every box so Steam start download it:



And that's it. Now you have it.

Same as @Theleran, and some haven't showed up for me. Hope Konami fixes this. Total BS to buy a product and not be able to use it

ll i could get in the US and Japanese pack but not EU... I'm in EU if that helps.

This doesn't work for me. It says the products are already in my account, meanwhile i can't access the DLC tab for any of the games, because there isn't a DLC tab for any of them. Is there any fix for this problem ? I did all the steps.

I've been trying to get ALL of the DLCs/Language packs since hours to no avail. I've managed to get the Japanese and North American DLCs thanks to your guide but it won't let me add/install the EU & International pack whatsoever, no matter what I try. It's the only thing I'm missing now.

I've added everything you've shown in the guide but I'm still not being able to install the EU/Int. pack.

I assume we need to wait for the devs to fix the licensing, because there's no way that this is intended/supposed to be like this. When trying to install the EU pack, it tells me that I'm missing the license for it but that shouldn't be the case.
