So. Ubisoft done goofed. Only way to play this game currently is by putting Ubisoft Connect into "OFFLINE" Mode, steam can stay online. then your game will launch.

if anyone is having the issue where you click play and absolutely nothing happens, this fixed it for me. Thank you FitchTV.
