no soundmods you said? - i did it several years ago and wasn't the first one to do!^^
it's totaly possible (or was) to implement whole music tracks into the game as soundblock playable tracks!^^
about ingame music aswell, nearly same method, just another file!
If what Ted said is correct, you are asking how to install the mod? Just subscribe to the mod, create a new world, click the "Mods" tab, then move this mod over to the right side (enabled). If you have already created a world, open up "Load World" click on the world you want to load, then click "Edit World". After that do the same as creating a new world.

It is most likely people turning their ingame music all the way down then playing something at https://soundcloud.com/ccpgames/sets/eve-online-in-game-tracks in the background. As far as I know there aren't any sound mods yet.
I keep seeing Youtube Videos of people with these in their
skybox, and the BGM is the old EVE OST. Is there a MOD
for the EVE OST, or are they just playint it on VLC/WMP/iTunes?
