I'd love a way to police civilians in the game, this happened to my while I was setting up my dudes to breach, one of my Assaulters ended up getting blasted by a mentarch.

A CIVILIAN can rush in not get targeted miss pointblank OR somehow managed to kill him from 20 tiles away like so sort of sniper
