This achievement may sound easy, but finding a suitable location in a real game can be difficult, and no one wants to throw an entire game with horrible city placement just for a single achievement. This guide will show you the easiest way to unlock this achievement, save for modding.

Remove every possible civ slot, fill the only AI slot with Elizabeth I (England)
Era: Industrial
Speed: Online
0 City States
Map: True Start Location Europe
Disable Barbarians
Unlocking the Achievement
Settle your capital where you spawn. Produce builders to be able to chop forest in next two cities.
Delete your military; they bleed gold and won't be needed.

You must settle your next two cities like so


For the Panama Canal wonder, I recommend having the East city build it as there is forest to the East which can be chopped to boost production.

Once your cities are in place, you can use Shift+Enter to force next turn, skipping unit movement, research, civic, and other tasks you won't need to do for this achievement.
Conclusion
You should be able to complete it within 15 minutes only producing builders/military engineers in the capital and producing the district/wonder in the Southern cities.

Starting in any era past the era the wonder is in will result in the wonder being unavailable.

i would also recommend both cities to start one tile to the east, as it allows for easier chopping of the forest, while keeping this possible (at least i would assume its still possible)

wouldnt it be better to start in the modern era, since steam power isnt automatically unlocked in the industrial era. it also gives you 3 settlers, instead of 2 in the industrial era.
