Once you get to the bear part at Helgen your npc Havdar or Ralof will crouch, stop paying attention, and will never get angry so you hide behind them and stealth strike them as much as you want (if they get in a difficult spot stand up and they will go back to following you) and boom legendary difficulty and spamming m1 and max sneak in no time
