Turn on the developer console
Open the console
Paste the command into the console

bindtoggle f8 cl_first_person_uses_world_model 0 1

Enjoy
The key works like a switch you can press the button to turn it on and off, works in casual mode

you can also bind this command to a key to shift back and forth between this pov and the normal pov. I have mine set to right shift.
