Limited Siege Defense's

Siege and minor settlement changes regarding towers and barricades.

After playing the game for a bit and enjoying some things and not so much for other's.
I wanted to change the tower building that was part of siege's and attacking minor settlements...

Expect i didn't want to ruin it all together, because the idea of setting up defense's before hand as the enemy draws to your castle is something i'm sure people do/ did/ or have done in these situation's.

So.. Not to completely dismiss towers and barricades altogether, just did some changes for my own taste. I'm sure some of you could do this easily, but i wanted to give it a shot.

OK so on with the change's...

-Player and the A.i- Will no longer be able to gain defense supplies during the course of a siege or minor settlement battle.

-Player and the A.I- Can still build defense's with the allotted supplies given.

--Example-- Settlements will still provide you with the supplies it has by default according to the settlement level and any Items/ Skills/ Traits/ Province/ Building and Campaign buff's gained will still add to this number.

The cost of towers and barricades have been reduced slightly to make up for no longer gaining supplies.

--Changes to towers and barricades -||- All values of building cost are the same across the board for all factions.

Rank 1 Towers/Barricades - 250
Rank 2 Towers - 500
Rank 3 Towers - 750
Rank 4 Towers - 1000

Goal was to make it a little bit funner with less headache from constant tower building but also wanted to give it a bit of a point to using your defense's wisely.
