Go on steam.
Browse local files.
Open boot.config in Phasmophobia_Data.
Set gfx-enable-gfx-jobs equal to 0 instead of 1.

This is all it ♥♥♥♥♥♥♥ took to run the game above 20 FPS.
This won't fix everything like the stutters, but will run much better.
