Hunters Info and Overview
The guide goes from the most easiest to hardest puzzles/Hunters and default game to DLC's. If there are errors or missing information in this guide, please comment them.

Prerequisites:
You or your teammates need to be above Level 15 (Not SHD Level, I don't know what to call the default level since there is so much bs levels, stages, tiers, etc.) to be able to activate the encounters with the Hunters.

Abilities & Skills:
  • Hunters can use similar SHD skills as the player. E.g. Drones, Hives, Turrets, etc.
  • When starting the encounter, the player's skills will be disabled for a certain amount of time but can be disabled again the more the fight continues.
  • Being one of the most strongest and difficult enemies, they have substantially better armour, damage output and have up to 4 Medkits to their disposal.
  • To make matters worse, they can and will hack the player's skills and turn it against them, specifically companion skills.
  • Hunters can throw different types of grenades such as EMP, frag, and incendiary.

Rewards:
Completing each encounter will reward you with one Ivory Key for DC Hunters, Off-white Keys for NYC, and Ash Keys for Brooklyn that unlock a cache in the Whitehouse, the Haven settlement, and The Bridge settlement.

Each Hunter will drop their respective mask when killed which you can wear and placed on display in the Whitehouse, Haven, and The Bridge:

Tips
  • Some encounters may be more difficult than the last and can have up to FOUR HUNTERS in one encounter, so if you are below level 30-40, a newbie, or have low level gear, you should avoid activating any Hunters unless you are confident enough.

  • Play the game on Normal difficulty to make things easier.

  • DO NOT fast travel to Dark Zones. Since DZ checkpoints are a portal to a different server, you will lose your puzzle progress if you switch servers. That includes, not limited to, joining other people's parties and answering SHD backup calls. People can join YOU only without your progress being reset and you can only fast travel to checkpoints across the map BUT the Dark Zones.

  • DO NOT use companion skills. As said before, Hunters will hack your companions onto their side. Companion skills include: Drones, hives, seeker mines, turrets, and firefly

  • Use the Riot Foam Chem Launcher on the Hunters. They'll be unable to fight back for a few seconds and allow you to get a lot of hits on them.

  • Dying once to any Hunters will restart your entire progress that you have to do ALL of the puzzles and conditions again, so be sure you have had plenty of experience with high level enemies.

  • I recommend having a full group since it would makes things easier, especially against more than one Hunter.

  • I also recommend using your tankiest build and use the 'Scorpio' shotgun. The Scorpio is a shotgun exotic that applies status effects (Poison [after 2 shots], disorient [4 shots], and shock [6 shots]) to an enemy every time you shoot at them, but only stacks once and increase 20% damage from all sources after 9 shots.

  • Some puzzles need to happen at night. You should activate night-based Hunters after 21:00. You can check in-game time through photo mode or by pressing 'esc'. Some encounters have other triggers locked to time frames besides at night, I suggest you start about in-game 30 min early as 3 seconds in real time is 1 minute in-game.

  • Try practising in Countdown, you will encounter 8 Hunters (4 at the start and end) throughout the game mode. Although you'll have 8 other players with you, you will start to understand the basics of Hunters when they attack you.
The easiest way to check the time
Lore
Hunters are heavily armoured intelligent secret bosses that can be found in DC and New York maps. Originally appearing in the first Division game as endgame and/or occasional bosses in different game modes such as Underground and Survival. In The Division 2, they are also featured in other game modes such as Summit, Countdown, and Incursion as bosses. Little is known about them, except that they have a hidden alliance with the Black Tusk and show violent hostility towards any Division/(sometimes) Rogue Agents as evident by trophies of Division watches on their armour.

Setup:
This first Hunter is located in Downtown East near the Demolition Site CP. You must have completed the Agent Edwards side mission first at this location, coincidentally, you'll be fighting this Hunter that you CANNOT KILL for now, but only damage them enough to run away like a ♥♥♥♥♥. Finish the side mission first and you can directly start the Demon Hunter afterwards.

There should be an escalator around the side of the building that you can head down and up inside into the courtyard
Note: There could be an activity in this area, so if you're lucky, you may have allies already there that can assist you, but barely in damage towards the Hunter.

Shoot all of these targets you can find in the building windows in this order, after doing so, the Hunter will spawn in a smokescreen before coming for your ass. Get to high ground so you can rain hellfire onto him.

Setup:
The Wraith Hunter is located at Southwest District monument. This will be your first puzzle that you need to do after 21:00, so if you're in-game time isn't at night or past 21:00 wait until then and DO NOT join other servers or Dark Zones. The quickest way to get to the monument is to have discovered Liberty's Call safehouse and also avoid any activities unless you have to deal with them. You'll also need to have the 'Salute' emote in one of your emote slots and be able to view the memorial wall entirely on your screen.


This is what you should be looking for, a True Son's flag pole in front of a memorial wall

Yeah, it's the wrong light. Shoot the one that's on.
Shoot the light on your left when facing the memorial wall so it's dark.


Stand next to the flagpole and use your 'Salute' emote, if you're in a squad you might need another person to salute also. Doing so will spawn the Wraith Hunter behind the wall, so take cover immediately while you and your friends have the chance.

Setup:
The Crimson Hunter is the same as two previous Hunters in difficulty and amount. He is located at Downtown East near the District Union Arena and top right of The Theatre settlement at this rectangular shaped building. There also might be a named hostile group in the courtyard of the building, so if you want, you can kill these guys first to make things easier or have them go against the Hunter.

The two phones you have to interact with are located at two opposite entrances/exits.

Once you enter the building through the other side, you would've passed by a reception desk in the centre of the room. There is a phone at each of these desk you have to interact with to spawn the Hunter, the order doesn't matter but only works if you interact with both phones on time.

Once you interacted with the first phone, run quickly across the courtyard to the other phone to interact with as there is a time limit when starting. Upon interacting with both phones, the Crimson Hunter will spawn in the courtyard so be ready.

#4: Ghoul

Setup:
This Hunter encounter requires you to activate during night after 21:00. It will be located only in the East side of West Potomac Park and the closest fast travel location is either The Shop safehouse or The Lincoln Memorial Mission area.

You can access the area you are suppose to go to through any three of these sewer entrances, but the circled one is the most easiest and quickest.


Going through the circled sewer entrance in the previous image, turn to the left and go down the sewer pipe that has a light bulb dangling from the ceiling in it and go up the stairs on your right.

There should be an echo once you're go up the stairs that you can collect, besides that, there is a laptop you can interact with in front of a map that has 'moon' mark with a red circle around it, that is where you need to go after 21:00

The map marked was on a water node, it may be either hostile or JTF controlled. If you're lucky, the JTF will be there again as meat shield and fodder.


Once you reach the water node after 21:00, shoot the lightbulb that is hanging from where a blue canopy is and the Hunter should spawn.

Setup:
This is one is easy to find, you'll need to fast travel to Southwest District, the dark zone entrance is the quickest way to The Mausoleum that is located East of The Castle.



First, you'll need to climb up onto the truck facing the building so you can see all the windows.

Note: the 8th window may seem covered up, but it is visible to the left.

Next, you'll have to shoot the bottom windows in a specific order, successfully pulling this off will spawn the Hunter to your right, so be ready to get off the top of the truck as soon as you shoot the 13th window.

Setup:
The Ghost Hunter will spawn at Washington Monument CP in West Potomac Park after you visit three separate graves and use the salute emote after 21:00. You'll know if you did the puzzle right if your hud starts to 'fizzle' or go into some sort of 'static'.

You'll need to have cleared the Washington Monument CP as you'll need access into the loot room where you can find this TV and button. Interacting with the terminal after 21:00 will activate the Puzzle and you'll need to head to three graves near the CP.

Capturing Flooded Levee CP would make fast travelling to the gravesite easier. Grave #1 location is where the player mark (Orange circle) is in the image

The first grave will be near the Flooded Levee CP. Once you find the gravesite, stand in front of it and salute. You'll know if you did the puzzle right when your screen goes into a 'fizzle' effect.




Do the same method again with the first gravesite and you'll know when you did it right if your screen fizzles again.



Salute, fizzle, and you're done. Head back to the Washington Monument and interact with the terminal again.


An ominous red ring will appear outside once you interact with the terminal, head outside and stand inside the ring for a few seconds and the Ghost Hunter will spawn a few miles away.

Setup:
This will be the first encounter, chronologically to this guide, that will have TWO Hunters. You'll need to equip the Jumping-Jacks emote (Everyone has the emote) and do the encounter after 21:00. I suggest you capture the Riverside Gas Station CP, discovered The Attic Safehouse, or unlock the Potomac Event Centre mission all of which are in the West End district to make fast travel shorter as this is the easiest puzzle.


First, head into this 'C' shaped building after 21:00, usually there is an activity going on in the building, so if there is, finish the activity, as the path I'm going to show next is going to be locked if the activity is ongoing. There is also a Bounty usually placed here, so if you activated a bounty that is inside this building you'll probably find the target where you're suppose to be.

Once you are in the pool area, head into the pool. You'll know the puzzle will work the pool lights are red. Stand in front (or on top) of the box, use your jumping-jacks emote, and the Hunters will spawn on top.

Setup:
THIS is going to be the HARDEST vanilla Division 2 Hunter encounter because there will be FOUR HUNTERS flanking your ass and you WILL die constantly if you're not prepared. Having a group, setting game diff to Normal, having strong gear, or having all combined will make this a cake walk, luckily so is the puzzle in some manner. This encounter is time restricted, so again, do this puzzle after 21:00, that should be the only challenge you should have with this puzzle. I do urge you to capture the The Sinkhole CP in East Mall since you would probably die constantly and need a place of close respawn to do the encounter again or make it in time for your, possible, alive teammates still fighting but anyways, Congratulations! You've made it to the last Hunter encounter and you can finally unlock the Ivory cache in the Whitehouse and own 12 cool mask!



The water node North of Sinkhole CP is where the puzzle and fight will take place, you can also fast travel to The Ring safehouse if you haven't captured the Sinkhole yet.

The Christmas tree is where you can find the water node

The water node has two areas you have to go to, one is the cafe house and the other is the Christmas tree.


Once it is after 21:00, you have the option to interact with the lever circled. When you flip the switch, the Christmas tree should light up.


You and your teammates must be ready to take cover or know where to go after, because you or someone else needs to run around the Christmas tree a few times, doing so will activate all four Hunters that spawn in smoke around the tree. Good Luck killing those bastards, I had to do it thrice with a group.

|↓------Warlords of New York DLC------↓|


Setup:
From now on, you'll be fighting Hunters from the Warlords of New York DLC. You cannot access any Hunters onward without playing the DLC and to play it safe, complete WoNY since you'll level up to 40, unlock SHD Levels, find better gear, and have some better understanding of the New York map. Some of the Hunters are located in DC, so again, this guide will go from easiest to hardest Hunter encounter and yes, unfortunately time-based and Four Hunter encounters are still prevalent.

Setup:
This Hunter is located in DC and has a specific part of the puzzle that is located in two separate districts, the Southwest and Downtown East. The second half of the puzzle can only be done after 21:00. To make things easier, capture the Red Dragon CP in Downtown East to make the second location easier to reach.


The first location will be near the Space Administration HQ mission, heading to the left from where you start when fast travelling to the mission, there will be a doorway open near the red tourist bus.


Straight down the hallway from you entered, there will be a tablet available to interact with. Doing so will light up the room to be orange to indicate that you did it right.

This is where you need to be for reference

Once you interact with the tablet, head to this water node near the Red Dragon CP.


Go up this blue blanket covered box and there should be a button you can interact with. At this point, you're going to have to rely on your own memory because the spotlights you can see will all go out that you'll need to turn on in a specific order.


The order is noticeable as the spotlights you need to interact with light up in order, but I circled the spotlights you need to interact with without having to rely on your memory.

If you've completed the sequence correctly, go to this spotlight next to the green truck and interact with it and the Hunter will spawn where the button is.

#14: Divide

Setup:
This will involve three locations in the Financial District. It will be time based again, after 21:00 and you'll need to have unlocked the Foodbank safehouse, The Waterfront CP, and optionally The Celebration Hotel CP. You'll also have to be quick in getting these flags because the entire puzzle is only accessible after 21:00 so read and understand this entire section before starting. You'll also need to have completed a main story mission before doing this encounter because there is an area where you need to go that is locked unless you finish the mission (I believe it was the one with the Rikers and Dragov).


Go to where the red circle is, usually there is an activity going on here so it makes marking the waypoint easier.


After 21:00, you can interact with this generator and you'll need to find 4 flags to put on the flag poles.


The first flag is located just outside the Foodbank safehouse, for an even accurate navigation, put a waypoint mark on the 'Cleaner's loot box' if its on your map and near the Foodbank. There is sometimes an activity going in this location or if you're unlucky/lucky a Rogue Agent encounter.


When you reach the construction site with a flooded area, press the button on this machine and it'll drain out all the water and you can access the ditch for some of the gun cases and find the flag.

Flag #1 is at the bottom left


The next flag is not too far from the last, just head to the docks that is just down from where you are previously.

If you climb over a wall from where you were with the first flag, there is a shortcut through an open shipping container



Head into the docks and go down these stairs and flag #2 should be poking out underneath some ivy.


Flag #3 should be on top of a building right next to the Celebration Hotel CP. Turn to your right and through a window, if you fast travel to the CP, and look up. Since it is night, as well for me when taking this screenshot, there should be a yellow lock you need to shoot off from where you are, or not if you had already done so.


After shooting off the yellow lock, head to the left of the building and there should be a yellow blanket where you can go up and to your right.


Flag #3 should be in the corner of the wall and you can just pick it up.

The last flag is easy to get, just fast travel to the Waterfront CP, go inside the loot room, and head down the stairs that goes outside.


The fourth and last flag will on the sand where a washed-up wooden lifeboat is.


Now, since you are at the Waterfront CP as of now (If you're not, then what the hell did you do?), go back to where you activated the generator which is where the red circle was in the first image. You'll need to interact with four flagpoles that don't have a flag, if a flagpole is flying a flag then ignore it. Once you had hung up all 4 flags, go back to the generator where you first interacted with to start the puzzle and interact with it again to start the fight.

After that, the Divide Hunter should spawn in an orange ring or something and you can go in for the kill as much as he is too.

Setup:
The Carbon Hunter is located in DC. You'll need to travel to Downtown West and Judiciary Square where there'll be two parts of the puzzle in each district. You'll need to have completed the Missing Wire Scavengers side mission as the the second part of the puzzle requires you to access a building that can only be unlocked after completing the side mission. You can follow the Missing Wire Scavengers side mission via this link.[www.gamesradar.com]


Fast travelling to the Toxic Alley CP after capturing it makes things easier, once you do that there will be a sewer entrance you need to go into and there will be four different yellow power boxes hidden somewhere in the corners of sewer bars that you need to shoot.

Note: The boxes you'll see in this guide are black because I already took the Carbon Hunter out so it be hard to spot

You'll eventually pass by this area. Creepy right? That's the point. Sometimes enemies will spawn here but other than that, you'll need to come back into this area after shooting all of the power boxes. There are also different access points that lead to where the next 2 are.

Using the same image, who cares?
After shooting all four yellow power boxes, go back to that creepy electrical room in the middle of the sewer pathway and find this exposed circuit underneath a flashing light-bulb. Interacting with the wires will activate a boss NOT THE HUNTER, but you do need to kill him and pick up a key from his corpse.

Once you kill the minor boss, you'll need to fast travel to this building in Judiciary Square that, again, can only be accessible after completing a hidden side mission

Once you enter the building, head into this 9/11 sequel concept art room and there should be a computer on your left when you enter the room. Interacting with the laptop will finally activate the Carbon Hunter and you have a creepy and quiet room to top the fight off.

Setup:
There are two items you need to collect that are located in Judiciary Square and White house district and you'll have to return to where you killed the Crimson Hunter from last time. You'll also need to do this after 21:00 again.

The first present you need to collect is going to be right between the building where you killed the Carbon Hunter and the District Union Arena. There is sometimes an enemy activity in this specific area so it makes marking the place easier.


The second present will be in the White House district and near the centre of the Christmas market.

Lastly, after 21:00, travel to where you killed the Crimson Hunter last time and go to the Christmas market outside of the building.

Generator #1 is on your left

Generator #2 is on your right and you'll need to go around to activate it

You'll need to interact with two big green generators. The first one is on your left and the second is on your right.


You'll then need to flip two switches that you can find by following the yellow wires from the two generators you interacted with previously.

The last part is going back to the centre of the market and pressing this button. Afterwards, the two Hunters will spawn when Christmas music plays.

Setup:
You'll need to have access to Riverside Gas Station in the West End district and be as prepared as you can for this since its going to be a long puzzle. The puzzle itself will need you to collect Lion eyes that you may have possibly came across when looting fridges. There will be 6 food places you need to go to and 6 lion statues you need to interact with correctly in Constitutional Hall district.

Note:
DO NOT fast travel when you're doing the statues! That includes fast travelling to missions and landmarks! People in the past have faced issues with this puzzle because of fast travelling.

If you die to the Hunter, you'll have to start the whole puzzle again, including collecting the Lion eyes and interacting with the lion statues. Believe me, this will be one of the least annoying puzzles when you finish this guide.


These are where the food areas and the Lion eyes are. They will be in the refrigerators in each food place that you can collect anytime in any order.

Once you've collected all of the Lion Eyes, head to this location where you'll start the long part of the puzzle, there should be an Outcast lootbox you can mark on.

The 1st lion you have to activate
This is what you'll have to interact and look for, red Chinese lion statues. There will be six red lions that you need to activate in order, doing so would result in the statue rotating to the direction to the next statue

2nd lion statue will rotate to its right

3rd lion statue is on a wall that will rotate to its left

4th lion state is on an overlook wall that will rotate to its left
Note: This lion statue will rotate into the direction of the DCD Headquarters mission, you just need to walk around or through it to get to this next lion statue

As SOON as you interact with the last lion statue, it will rotate 180 degrees and the Hunter will spawn. Be careful in the fight, the area you're in has little advantages with its covers and the fire pit in the middle

Setup:
You'll need to be in NYC for this in Battery Park, have discovered Trinity Safehouse, and start the puzzle between 5:30-5:45 and wait until it is between 21:00-21:15 for the second-half of the puzzle.


Near the Boathouse CP, there should be a construction zone you need to go to. Go up the ramp to your right and up a rope.


Go to your left and into this room, there will be an exposed circuit panel you can interact with but DO NOT interact with it yet, unless the in-game time is between 5:30-5:45


Now go to the Trinity Church safehouse, through the East exit and there will be a wall tablet that's between a stack of pews and a box. Only interact with the tablet when it is between 7:00-7:15

After doing this, you'll need to wait until it is dark, so if your game crashes or you join someone else's group, you'll have to do the whole puzzle again.

Once it is night, go to this pier area near the Boathouse CP. A world activity or named enemies usually spawn in this area so you might get some body shields and cannon fodder for the fight.

When you reach the docks, wait until it is between 21:00-21:15 and look up at the Church's tower. There will be a yellow electrical box you can shoot that will spawn the Neurotic Hunter.

Setup:
You will be in the Civic Centre district and should discover the Residential Building safehouse in the Two Bridges district to make fast travelling more easier. The entirety of this puzzle must be done after 21:00


First, near The Gate CP, there is a laundromat building you need go to for the first part of the puzzle (You will return to this location twice).


Inside the backrooms of the laundromat, there is a washing machine you need to interact with. It has a light shining on top of it and a sticky-note that says '23' on it (The number will be important later). Interact with the washing machine and the room should go dark.


After the room goes dark, a fuse-box will open that is missing one fuse. Remember where this fuse-box is, as the next step will show you where the fuse replacement is.


Fast travel to the Residential Building safehouse, it will make travelling more easier and save time. Go outside to this car park area and around the building, there should be a yellow electrical box you need to shoot to open the door.


Inside and at the far-end of the building, there will be a fuse-box you can take a fuse from.

Go back to the laundromat near The Gate CP, put the fuse into the fuse-box, and interact with the same washing machine you did before.


This next location is right next to the laundromat building. Go inside the apartment and up the stairs. There will be a room, that is the only one open, with the number '23' on top of it that you need to go into.

Inside the room, on the right, there is a wall written with codes of letters and numbers that you need to interact with.


The next location is not far. Inside Chinatown, there is an alleyway you will have to go into. Before going inside, there is a rope above that you can shoot to lower, go up, and then head down a ladder.


Head to this metal wall and kick it down to move across the roof.


Go up the stairs and there should be a door that is locked. To unlock it, follow the yellow power line connecting to the door, shoot the yellow fuse-box, and then you can open the door.

Inside the room, there is a burned body you need to interact under the spray-painted words: "DARE YOU TO COME CLOSER."

This next part is easy, just exit through the window of the room you are in and head to this resource node. Once you reach the node, there will be a dead Division Agent. Interacting with him will initiate the second last fight for NYC's Hunters.

Setup:
You're going to need a group. That is the only advice I can give to you besides clearing your schedule. This will include Four Hunters with four different tedious puzzles that take place after 21:00 and 8:00 inside three NYC districts.

Note: Follow the instructions very carefully, if you have trouble looking for different parts of the puzzle, look at the degree angle on the side of my mini-map in all of the image.

Puzzle 1:
(This part has no time restraint) To start off, head to this location in the Battery Park district and head through these doors and interact with the monitor on the reception desk. The room should glow red or orange with the Division logo appearing on the monitor.

Puzzle 2:
Not too far from where you are, go to this street where you can see an 'X' on a wall, depending which side you enter, and go inside. There, you need to shoot a Christmas star on top of a Christmas tree. If done correctly, the star should be flashing. Put a mag into the star just to be safe.

NOTE: It might be hard to see during the day, but as long as you have shot or magdumped the star, you should be fine.

Not far from the first star, go to this little park area. There is sometimes an activity going on so it should marking the location easier. In the middle of the park there will be a Christmas tree with a star on top.

The next tree is at the Trinity Church safehouse that is just down the street around the South entrance/exit of the Church.

All the way down to this small fountain area, where named enemies spawn occasionally, is where the final star is. When you shoot the star and know you did the sequence correctly, you will hear a beeping noise. Find it and there will be a present you can interact with that gives you a key.

At this festival area in the Two Bridge district near the Brooklyn Bridge CP, there is a speaker you can now interact with now that you have the key.

Note: You will be coming back to this location at the end of all the puzzles and begin the final fight. Remember this area and find spots where you can take tactical advantage off.

Puzzle 3:

This is the worst fncking part of this puzzle as well as the next one. You will need to do this puzzle after 21:00 where you need to shoot several shooting targets in the CORRECT ORDER or else you will need to start again.
Reminder: If you are confused about what you are suppose to look for, refer to my mini-map's degree on the top left in the images.

At the first building which is the Residential Building safehouse, there is a target on the thin side of the building. Shoot it and from now on, you will know you did the puzzle correctly if the target doesn't come back up.

The next two targets are at these two buildings between the playground.

At the building with the scaffolding, there is a target on top of a flap you can easily spot.

The next one is right around the front of the previous building.

The next target is at the building with the pool in front of it.

Near the white truck, you will need to go under the tree where you can see the target above.

Look underneath a tree again and it should be hiding underneath some vines.

Puzzle 4:

The puzzle must be done after 8:00 and this is the last part. You will have the assistance of the sun to help with vision.

At this metal ball, look up and the target should be in the window on the right.

Just around the building behind you is the other target.

Underneath all the vine and tree is the next target at the lower left building on the map.

Same sh!t with vines.

The last two are at these two yellow cloth covered buildings. Be careful with which building you will be shooting at, I got confused with my first attempt. Go up the billboard on top of a building where the component resource node is. The first one is facing in front of the billboard and the last one is perpendicular of the previous building.

Go back to this area where you interacted with the speaker. You will know if you did the entire puzzle correctly if you can interact with the speaker again, doing so will activate the last and hardest Hunter boss fight in the entire game.

Setup:
The Battle of Brooklyn DLC has 8 Hunters that can be found in its map only. You must eliminate 7 other Hunters before you attempt the last Hunter, Necronos, or it will not activate. These puzzles are luckily more easier than the WoNY and only has one night time restricted puzzle.

There are 'Ash keys' you can collect every time you eliminate a Hunter that will unlock a secret weapons box and reward you with a universal weapons skin and the new named 'Huntsman' assault rifle.

This is a unique puzzle located in Dumbo near The Farm CP. Luckily, there is no time restrictions and if you mess up, you can always start again by pulling down the 'Run' switch you will find soon.


Go this location on the map and go into the building marked with '192'. There will be a door open that will close once you enter. This puzzle requires you to move only using your WASD keys or left-stick. I'm unsure if moving the camera effects the puzzle, but just to be safe, do not move your mouse or right-stick for this puzzle. You will know you messed it up when the 'Rise' switch at the end of the building isn't interactable.

Your directions will be:
Up, Left, Up, Right, Down, Right, Up, Left, Up, Right, Up, Left, Down, Right, Up.

You will need to bump into something before moving. Just follow these images (I might put up a gif ver later. If you're still having trouble, just watch this >video<)

Setup:
This Hunter puzzle can only be done at night time after 21:00. For this puzzle, you will be following a trail of black UV lights (which are purple) that will lead you to the location of the Hunter who will spawn as soon as you arrive at the end of the trail.


Just at the edge of the Brooklyn Heights boarder near the Fulton Ferry Market CP, there is a alleyway that will lead to a garage door. You will know the time of night is right if you can lift and open the door.

Once you are in, there will be a switch for you to interact with. Doing so will cause the room to switch to a black light that shows the Hunter symbol and arrows that point to where you need to go next. Now you will have to follow the black light across the map until you reach the end.

NOTE: I'm not including screenshots of every single black light location, I'm worried about the size of this guide as it is right now. So if you do want to know where exactly to follow if you get lost, just watch this part of the >video<

The last blacklight spot will be up this building with the same Hunter symbol illuminating by the blacklight. Once you get up on top of the building, the Lumen Hunter will spawn to the left of the wall.

Setup:
This puzzle requires you to go around the map, collect 4 grey gas canisters at 4 different food/water nodes, and return them to a beached ferry in Dumbo

First things first, you must visit the beached ferry before starting the puzzle. If you do not do this, the gas canisters will not show up for you. Besides, this is where you will be returning in the end.

Canister #1
The first canister can be found at a food resource node near the Fulton Ferry Market CP in a tent.

Canister #2
At another food resource node on top of some boxes.

Canister #3
Third canister at a water resource node, next to some water tanks.

Canister #4
The last canisters can be found in a corner near a tree laying next to some more water tanks.

Return back to the beached ferry in Dumbo and there, all four grey gas canisters will be at the middle of the ferry for you to interact with. Doing so will spawn the Craver Hunter out in the forest to your right.

Setup:
This Hunter, once again, has no conditions and is located in the Brooklyn Heights district. There will be 7 stuffed animals you will have to search for that will blow up when you get close. These stuffed animals need to detonate in order for the puzzle to work so follow this guide and their locations carefully.

NOTE: You will be revisiting some of these locations in other Hunter puzzles. Get used to some of these nodes and districts so you do not have to keep opening this guide every time.

Animal #1

First, at this food resource node, there will be generator box just around the ivy covered fence. Climb over it and walk up towards the tree on the right and wait for the stuff animal to explode.

Animal #2

The second animal is not far from where you are. Head down to this alley way just above the highway and the stuffed animal will on the table at this verandah.

Animal #3

The third stuffed animal is at a nearby food resource node down another alley. This stuffed animal can be found in a garden bed to your right.

Animal #4

The fourth animal is located at the same place as one of the SHD caches in Brooklyn Heights and has a mini-puzzle to get to. Climb up the truck and shoot the lock off the door and head down the hallway.


On your left down the hall, there will a generator you can interact with to power a computer behind it. After you turn it on, walk back up the hallway, turn to your right when you go through the first gate again, and interact with the computer.


After you interact will the computer, the second gate will open. Once you get inside and get close enough to the stuffed animal, it will begin to beep and detonate.

Animal #5

The fifth animal is in another small alleyway where you need to climb up the building. By going up the rope in the screenshot above, you will drop down into a boarded area on the roof. You can hear the beeping as you did with all the other animals and it will blow up just like the rest.

Animal #6
On the same Pineapple street as Animal #5, there is another alleyway. Once you go in, turn right, climb up the building, and Animal #6 will be there.

Animal #7
This is the last animal to find. At this edge of the Brooklyn Heights map by the sea, there will be a stuffed hippo on a bench.

Final Activation
Finally, the last part is simple. Go to this construction site area and you should find all of the stuffed animals that blew-up now together and interactable. As soon as you interact with the stuffed animals, the Conqueror Hunter will spawn right behind you.

Setup:
This puzzle requires you travel across the Brooklyn Heights and Dumbo districts collecting 7 parts of a merry-go-round pony. It is also strict about the order you collect the parts, so if you collect, for example, the third piece first, you will not be able to spawn the Merry Hunter and would have to reset the world.

Part #1 (Leg 1)
The first part of the pony you need to collect is one of its four legs located at the corner of Pineapple Street near the Cadman Plaza CP. It is hidden behind a barricade and in some vines.

Part #2 (Leg 2)
Back at this alleyway again from last time, the second part can be found right beside the shed down in the shadows.

Part #3 (Leg 3)
At the corner of Poplar and Henry st near the The Bridge settlement which is also near a SHD cache in Brooklyn Heights is the third leg (lmao) hiding among some green vines next to an overgrown truck.

Part #4 (Leg 4)
Down by Cranberry st near the Cadman CP is the last leg you need to collect. Down the street and next to a red garden bed is where the last leg is.

Part #5 (Torso)
The torso piece is located in an overgrown parking lot near The Lookout safehouse

Part #6 (Head)
The head piece is located at the corner of Columbia Heights and Clark st, hiding between a tree and a garden bed in some vines.

Part #7 (Tail) and Final Step
The final part can be found in Dumbo near the harbour on top of a concrete slab.

Once you collect all the parts, all you have to do is turn around and head up the stairs to where all the pony parts are complete in front of a merry-go-round. As soon as you interact with it, the Merry Hunter will spawn behind you. Be quick, because you only have until the merry-go-round stops to kill the Hunter before he disappears.

Setup:
This next puzzle is the longest and likely the most difficult in navigating without a map. You will be disabling 9 antennas across the map by pulling down a switch to do so. Make sure you know where each antenna is so you do not get lost. You will know if you disabled the antenna if you hear electricity sound effects.

Antenna #1
The first switch to disable the antenna will be inside this car hold.

Antenna #2
The second switch is at the same place as another SHD cache in Dumbo on top of a roof.

You must go around the fence and shoot the power box in the red circle so the gate above opens. Once you jump over the fence and climb up the ladder, just go straight down and the second switch will be on the wall

Antenna #3
The third switch is at the back of a donut shop. First, you have to go around the shop and shoot a power box that is keeping the door inside the shop closed.

Go back to the front of the donut shop and the door to the back will be open where the third switch will be on your left through the door.

Antenna #4
The fourth switch is located at a car junkyard. You need to climb up a truck and go through the narrow passage of junk cars.

Down the passage, you need to climb up another truck where you will drop down into a small area where the fourth switch will be right underneath the antenna on the wall to your left.

Antenna #5
South of the building is a power box you have to shoot to open the gate. Once you do that, go back around to the front of the building and climb up the 'Brawn & Sons' truck to get to the roof.

There will be another two power boxes for you to shoot. Once both are destroyed, the gate will open and you will be able to access the fifth switch.

Antenna #6
The sixth switch will be hiding behind large boxes at this building.

Antenna #7
The seventh switch can be found surrounded by shipping craters just right in front of The Farm CP

Antenna #8
Not far from the last antenna is the eighth switch mounted on a wall at Water st.

Antenna #9
The last switch is located at another SHD cache in Dumbo. Climb up the ladder at Plymouth st to get access to the roof where the switch is and climb up onto the railing.

Once you drop down into the fenced area, the last switch will just be in the corner.

Final Activation
This last step only requires you to revisit the bridge area in Dumbo you had passed under when doing the Lumen Hunter puzzle. Climbing up the fence will lead you to an underground entrance where you will be lead into a surveillance room.

Once you enter the surveillance room, the computer should say 0/9 antennas are online and be able to interact with to spawn the Redtail Hunter. As soon as you go back up the manhole, go through the gate, and straight out to the sunlight, the Redtail Hunter will spawn.

Setup:
NOTE: This puzzle and Hunter can only be accessed if you have collected all 7 previous Brooklyn Hunter Masks in this guide.

This is the final Hunter mask in Brooklyn and if you are a Division 1 player, this location will be very familiar to you. You will now return to the starting safehouse from the first game prologue mission near the Warehouse CP.

Go upstairs to the second floor and you will find the safehouse room. Luckily, there isn't a DMV line of other players this time and you will need to interact with the drawing board behind the desk.

Once you interact with the board, the room will go dark and blacklights lighting up the room. There will be arrows pointing to outside of the room leading you to go upstairs to the roof where the Necronos Hunter will spawn.
Mission and Game Mode masks
These are the mask that you can obtain by killing Hunters in the Summit, previous manhunt missions, and game modes that can only be unlocked if you have the WoNY DLC.

Adamant Mask

Julmust Mask

These masks can be obtained by completing Level 100 on The Summit on, luckily, any difficulty. Reaching Level 100 takes a long time, probably hours, where you'll encounter two Hunters you have to kill. However, the Julmust mask can only be obtained when completing Floor 100 during December when it is the holiday season.

Deceit Mask (The most unique Hunter mask in my opinion)

You'll need to have access to the Brandon Schaeffer Manhunt Mission. Not only is the mask the most unique, but the Hunter himself has actual terrifying noises he makes when fighting him and that's another thing. Fighting the Deceit Hunter is hard, I recommend completing the mission on Normal if you just want the mask since if you die once to him, you don't get to fight him again unless you reset the mission.

Wright Mask

This might be possibly the most difficult mask to get, especially for solo. The only way you can get this mask is by completing the The Division 2 game mode Incursion and all 4 Stages. This is one of the most unique Hunters for his attacks and abilities which involves fire. The Wright Hunter chucks fire grenades, wields and attacks with a fncking fire-induced God of War battle axe, and is covered/protected by fire around his armour that can only be extinguished with water, leaving him vulnerable for attacks. Now, it would take a lot of space in this section in how to get the mask since it would double as a guide for completing Incursion, so let's leave that alone.

Freedom Mask

Getting the Freedom mask is similar to the Deceit Mask. You need to have access to the Kelso-Tanker Mission in New York. The Freedom mask can only be obtained once when running the mission, which means if you die to him and restart at the previous checkpoint, you cannot replay the fight again, just like the Deceit hunter. Only by restarting the mission entirely and killing the Freedom Hunter that you are guaranteed the mask will drop for you.

Wolf Mask

This mask might be the second-hardest mission-mode related Hunter mask. In order to get this mask, you will need to complete the Roosevelt Island Kelso manhunt mission on Master difficulty and kill all 4 Hunters that spawn at the circular garden area when all True Sons are eliminated. If you die once, you will start the mission again since there are no checkpoints.

NOTE: Some players have reported that the Wolf Mask didn't drop for them or other players in a group didn't get one each. Personally, I haven't collected it yet, so if you do plan on getting the Wolf mask, keep your expectations low since you will likely die more than once and the mask might not even drop despite the hard work.

Carmine Mask

The Carmine Mask was a limited time exclusive Hunter mask that can be obtained by completing the first journey missions added with the new manhunt structure.
Purchasable Masks
There are three Hunter mask and outfits you can purchase from the apparel store with Textiles or Premium Credits and one that I believe is impossible as of now.

Covert Mask

Stinger Mask

These do not provide any benefits or keys, but only shows off your wealth and meat riding of Ubisoft for actually paying at least $20 for this interactive NFT.

Stinger Hunter Full Apparel

The Stinger outfit is purchasable by both Textiles and Premium Credits, each piece of clothing cost T1000 while the Stinger Mask cost T1700 but can all be purchasable with ~1200 Premium credits as well as the Covert Hunter outfit. The Stinger outfit can also be obtained through the friend referral program that rewards you with a custom LMG and other trinkets. To do the friend referral program, you need to sign up on the Division 2 website and share your PC link to your friend and complete 3 missions as well as other checklist to earn your reward.

Covert Hunter Full Apparel

The Covert Hunter outfit however, is only purchasable by Premium Credits. Not much to add there, so if you have $20 lying around you can complete your collection.

The Recruiter Mask

The Recruiter mask can no longer be purchased and those a*sholes removed it a few days before when they said they were going to. Such a shame really, the best looking Hunter outfit was only for purchase for USD$25 and people low enough to use micro-transactions.

Auspice Mask

This mask is pretty rare. It was only available for the previous Season 3 pass and is basically a re-render of the Adamant mask but with added features to the forehead. So far, you can't get this mask anymore since it was exclusive for a short time.

Bloody Mask (This is the best version I could find)

No longer available along with the Recruiter and Auspice mask for being a limited time exclusive. This mask came with, again, its own cosmetic set such as boots, chest piece, neck piece, and pants. Another interesting thing about this design is how it has a bloody smile for the mask and a balaclava underneath it.

Death Roll Mask

Another bs Hunter cosmetic that is locked behind a paywall. The Death Roll mask comes in a bundle with its own outfit, backpack, gloves, and weapon skin. As you noticed, this bundle is unique with its white colouring being similar to Black Tusk Security outfit and the mask having the same design as the Carmine mask but with inverted colours. It is currently in store for 3064 Premium Credits (~More than $40USD)
Conclusion
You did it. You killed all the Hunters, collected their mask, and unlocked exclusive loot for your efforts. Nothing else to say but to please leave a like, star rating, or perhaps awards since it took me a long time to put this together.

you can actually buy the bloody hunter and the recruiter and (possibly) the death roll for a certain of limited time either you buy it or pass it and wait for another months just to buy it after you saved enough money they ever rarely appear on the store but they will let you know once it is on the store

For Camo, I believe your activation sequence is still correct (as numbered on the graphic), but watching the spotlights flash is of no help. A different set of lights in a different sequence.

@gggg if you have access Bardon Schaeffer manhunt mission at Coney Island, you can get the mask. It's a guaranteed drop as long as you do not die the first time against the Deceit Hunter

Great guide, I'm using it to slowly work my way through the masks. One small thing: the Necronos mask is located across from the Warehouse CP, in the guide you wrote it was across from the Ferry Market CP.
