Gunderson's Surefires Deploy Stakes

Grab some stakes along with that long rifle, Hochlander. This simple mod adds the "Deploy Stakes" ability to the Hochland Empire Elector Count unit "Gunderson's Surefires." This makes it consistent with all the other Empire infantry firearms units in Snek's "Guns of the Empire (Updated for 3.1 and Airship Fixed)" which have deploy stakes ability.

While I don't think Guns of the Empire is a required dependency (I'm adding a vanilla ability to a vanilla unit via a vanilla db table), no Empire run should be undertaken without it.
